工業(yè)領(lǐng)域?qū)夹g(shù)、工藝、設(shè)備和材料的創(chuàng)新與應(yīng)用的需求尤為突出。材料作為制造業(yè)的基礎(chǔ),其創(chuàng)新主要體現(xiàn)在對(duì)傳統(tǒng)材料技術(shù)的升級(jí)改造,以及核能、太陽(yáng)能、風(fēng)能等新能源技術(shù)所使用的材料技術(shù)上。在工業(yè)生產(chǎn)過(guò)程中,材料的更替和工藝的創(chuàng)新,雖然節(jié)能空間也很大,但受限于目前的產(chǎn)業(yè)結(jié)構(gòu),更新速度和其節(jié)能效果,并不像設(shè)備、技術(shù)創(chuàng)新一樣,可以帶來(lái)立竿見(jiàn)影的效果。而在設(shè)備、技術(shù)創(chuàng)新中,自動(dòng)化的產(chǎn)品和技術(shù)發(fā)揮著重要的作用。以傳統(tǒng)五大高耗能、高污染行業(yè)中的電力行業(yè)為例:發(fā)電側(cè)排放二氧化硫達(dá)全國(guó)排放總量的50%以上,煙塵排放占全國(guó)排放量的20%以上,輸電側(cè)和配電側(cè)由于線損率一直沒(méi)有實(shí)際改善導(dǎo)致耗能嚴(yán)重,按07年我國(guó)發(fā)電量3萬(wàn)億千瓦時(shí)測(cè)算,耗費(fèi)在輸電及配電側(cè)線路及變電設(shè)備空載損耗上的電就達(dá)到1800多億千瓦時(shí),相當(dāng)于一座3600萬(wàn)千瓦火電站的年發(fā)電量。所以,輸配電側(cè)節(jié)能設(shè)備的采用就是節(jié)能減排最直接見(jiàn)效的領(lǐng)域,包括低損耗因?yàn)楫a(chǎn)業(yè)結(jié)構(gòu)調(diào)整無(wú)法一蹴而就,而企業(yè)管理也有待規(guī)范,企業(yè)通過(guò)技術(shù)實(shí)現(xiàn)節(jié)能減排就成為當(dāng)前最為實(shí)際的一種方式。但是,從目前全-節(jié)能情況來(lái)看,“十一五”前三年僅完成單位GDP降耗20%一半的任務(wù)。中國(guó)節(jié)能減排工作還存在一些難點(diǎn),一方面,我國(guó)節(jié)能減排工作主要通過(guò)政府主導(dǎo)加以推進(jìn),不能適應(yīng)市場(chǎng)的需要,難以形成長(zhǎng)效機(jī)制;另一方面,節(jié)能的長(zhǎng)周期和高投入使很多企業(yè)缺乏足夠的動(dòng)力,對(duì)短期經(jīng)濟(jì)利益的追求也使企業(yè)對(duì)節(jié)能不夠重視。
針對(duì)節(jié)能減排工作貫徹實(shí)施的難點(diǎn),一些新的節(jié)能模式在中國(guó)慢慢推廣,合同能源管理和合同自愿協(xié)議就是幾個(gè)途徑:
·合同能源管理
合同能源管理(Energy Management Contract,簡(jiǎn)稱EMC)是上世紀(jì)70年代在西方發(fā)達(dá)國(guó)家開(kāi)始發(fā)展起來(lái)的一種基于市場(chǎng)運(yùn)作的全新節(jié)能新機(jī)制。節(jié)能公司為企業(yè)提供節(jié)能潛力分析、節(jié)能項(xiàng)目可行性分析、項(xiàng)目設(shè)計(jì)、項(xiàng)目融資、設(shè)備選購(gòu)、施工、節(jié)能量檢測(cè)、人員培訓(xùn)等項(xiàng)目的全過(guò)程服務(wù),并且不需要企業(yè)投入節(jié)能改造的資金。其實(shí)質(zhì)就是企業(yè)按比例以減少的能源費(fèi)用向節(jié)能服務(wù)公司支付服務(wù)費(fèi)用。
中國(guó)節(jié)能協(xié)會(huì)節(jié)能服務(wù)產(chǎn)業(yè)委員會(huì)主任沈龍海6月15日在“2009中國(guó)北京國(guó)際節(jié)能環(huán)保高層論壇”上表示,作為節(jié)能新模式的合同能源管理機(jī)制在中國(guó)雖然起步較晚,但擁有巨大的市場(chǎng)潛力。
來(lái)自中國(guó)節(jié)能協(xié)會(huì)節(jié)能服務(wù)產(chǎn)業(yè)委員會(huì)的數(shù)據(jù)顯示,2008年中國(guó)節(jié)能服務(wù)產(chǎn)業(yè)總產(chǎn)值增長(zhǎng)到417.3億元,合同能源管理(EPC)項(xiàng)目年節(jié)能能力達(dá)569.27萬(wàn)噸標(biāo)準(zhǔn)煤,減排二氧化碳367.18萬(wàn)噸碳。
但是,合同能源管理在中國(guó)的發(fā)展也存在著一些問(wèn)題,中國(guó)節(jié)能協(xié)會(huì)常務(wù)副理事長(zhǎng)宋忠奎表示,“節(jié)能服務(wù)公司同時(shí)做幾個(gè)項(xiàng)目時(shí),資金需求也很大,需要通過(guò)融資實(shí)現(xiàn),而這個(gè)風(fēng)險(xiǎn)是由節(jié)能服務(wù)公司獨(dú)自承擔(dān)的。” 宋忠奎還表示,中國(guó)企業(yè)的誠(chéng)信有待提高。這也是合同能源管理模式能在中國(guó)推行下去的基礎(chǔ)。由于服務(wù)公司的收益來(lái)自于節(jié)能減排項(xiàng)目的實(shí)施為企業(yè)節(jié)省的能源的價(jià)值,對(duì)于實(shí)際節(jié)省能源的評(píng)估也需要企業(yè)的配合才能由第三方檢測(cè)得出。
